Job Summary

Ka Hale A Ke Ola Homeless Resource Centers, Inc (KHAKO) is looking for a full-time program administrator for a two-year, temporarily funded, grant position. Under the direction of the KHAKO Executive Director, this position will be responsible for administering grant funding to eligible participants as defined in the grant, will be responsible for monitoring the performance and expenditures of eligible participants, and ensure that all contract terms and conditions are satisfactorily fulfilled. Applicants must have experience implementing new projects and managing and completing job expectations with minimal supervision. Applicants will be relied upon to work independently within the structure of the grant, expected to have a valid driver’s license. and reliable transportation for home visits.

 

Summary of Essential Job Functions
  1. Identify targets for successful program performances and create timetable for program performance and milestones.
  2. Create strategies and data collection processes to measure progress towards performance targets and identify areas of non-compliance and strategies to alleviate non-compliance.
  3. Experience using multiple different databases, including but not limited to Caseworthy.
  4. Based on a screening system, assess participant’s individual needs and coordinate a housing stability plan with them.
  5. Gather all documents required to determine eligibility.
  6. Actively coordinate with all stakeholders, including Ka Mana O Na Helu, the HMIS Administrator, for initial eligibility assessment.
  7. Familiarity with Maui non-profits. Preference given to applicants with experience and knowledge of Maui non-profits.
  8. Facilitate and participate in case conferencing and case management.
  9. Verify the eligibility for each participant as well as maintain accurate records of the participants served.
  10. Manage eligible activities and costs including rental assistance, financial assistance, and other defined services.
  11. Responsible for conducting unit inspection(s) to ensure the unit meets habitability standards as is applicable.
  12. Annually re-evaluate households’ income and the availability of resources and support networks to confirm eligibility and continue assistance.
  13. Fulfill all reporting requirements as outlined in the grant agreement.
  14. Develop and implement written policies and procedures for grant-required activities.
Minimum Requirements
  1. A bachelor’s degree with two years’ experience in human services or grant management is preferred or a combination of education and experience equal to six (6) years.
  2. Must be at least 21 years old, have a valid driver’s license, and a reliable vehicle.

  9. To develop, implement and maintain a record-keeping system.
  10. To understand and consistently enforce the rules, regulations, policies related to grant objectives.
